Municipal councils begin their term directly after swearing in and election of the president of the municipality.
After the finalisation of all the installation procedures of the council, a copy of the minutes of the electoral session is signed and sent to the regional authority in accordance with the provisions of the Code of Local Collectivities (articles 213, 245 and 246).
In response to inquiries from some newly established municipalities, the Ministry of Local Affairs and the Environment specifies, in a note, a copy of which received by TAP, that once elected, the mayor exercises the prerogatives that are guaranteed to him by the law.
The department stresses, however, the need to take into account the recourses that may be brought against the election of the president of the municipality and his elected members.
The Code of Local Authorities specifies that appeals against the regularity of the elections of the president and the members are made before the administrative justice within a delay of fifteen days as from the date of the elections.
Ceremonies in honour of the outgoing special delegation members will be organised in recognition of their efforts to ensure the functioning of the municipal service since 2011.
